The best place to mount and antenna is at the highest point of the vehicle it's being mounted on. Also the less obstructed it is the better the broadcast and recieving will be.

The radio waves go straight up and bounce off of the ionosphere and return back down to earth, horizontal clearance isn't as important, as the signal doesn't go from truck to truck like most people think.
