Here's the info from the DMV site:
If the motorcycle is purchased as used, you will need to present the following documents to your local DMV full service or satellite office to apply for a registration:

* The Certificate of Title showing assignment of ownership and indicating release of all liens (if any). A Title is not required on motorcycles manufactured prior to 1981.

So, I do need the title to register the bike in CT.

Looks like yes.

Ok, I have the bike, the transfer of title form, Bill of Sale form, and a written contract stating that the owner releases the title to me since it's not in hand.

Will just hope that DMV processes his title so I can register it in my name and have my own plates, etc.

Most of the hurdles are down, just a little one to go.

First, it sound like Connecticut will require the he sign his certificate of title over to you in order for you to title and register the bike. Most states require the actual title certificate, and not just a statement that the seller releases the title (or not just a form transferring title which is not accompanied by the title certificate itself). This is because the certificate of title in most states is the only way a lender can perfect a lien, by having the lien noted on the title and by taking possession of the title certificate.

Just be careful not to confuse registration with title. Registrations are usually only in the name of the owner of the vehicle. Titles show both the owner and any lienholders. If he financed the purchase of the bike, there could be a lienholder. The only way you would know is by the title certificate. You would not want to pay him the cash, and later find out that you cannot obtain title because he did not pay off a lien. Be careful.

Also, does Connecticut hit you up for sales tax when you title a previously out-of-state vehicle?

Yes, I understand that CT will require he sign the title to me. I have that paperwork ready to go, just waiting for DMV to process it.

I just got off the phone with DMV Title department and the title has no lienholder and I was able to put a rush on it. They even verified his address, insurance and all that jazz so I don't need to worry there.

Not sure about what CT would hit up for sales tax for out of state bikes.

This is an in-state bike so I'll just pay sales tax on what I paid for the bike when I go to register it.

Me on my new bike (no, this is not what I normally wear to ride):

Looking good.

CT does hit you up for sales tax on an out of state bike. My bike was previously titled in Georgia, so I had to do a VIN verification as well as the usual.

BTW, I passed my DMV skills test today and now have my full motorcycle endorsement.
