First, it sound like Connecticut will require the he sign his certificate of title over to you in order for you to title and register the bike. Most states require the actual title certificate, and not just a statement that the seller releases the title (or not just a form transferring title which is not accompanied by the title certificate itself). This is because the certificate of title in most states is the only way a lender can perfect a lien, by having the lien noted on the title and by taking possession of the title certificate.
Just be careful not to confuse registration with title. Registrations are usually only in the name of the owner of the vehicle. Titles show both the owner and any lienholders. If he financed the purchase of the bike, there could be a lienholder. The only way you would know is by the title certificate. You would not want to pay him the cash, and later find out that you cannot obtain title because he did not pay off a lien. Be careful.
Also, does Connecticut hit you up for sales tax when you title a previously out-of-state vehicle?
