Meeting started at 10 am - quorum present with 18 Clubs.
The online motions were reviewed:
• A motion was made by Eric Weybrant to adopt a revised membership procedure. Motion passes online with 18 yes, 0 No, 0 Abstain.
• A motion was made by Eric Weybrant to establish 2015 Dues. Motion passed online with 15 Yes, 0 no, 11 Abstain

General fund at $15,018
Land Acquisition Fund at $49,474

Mike White asked if anyone wanted to move free cash into the Land Acquisition fund. BC reminded the group that Dues are about to come in, Scott Hatch tabled the budget discussion until later in the meeting.
2014 Summary: NEA4WD took in $11,477 in Dues and $1,347 at Fall crawl for a total of $12,851
The 2014 budget was $6500 and as of 12/31/14 we had only used 4,868 of that. Total 2014 expenses were $9314 leaving a surplus of $3,537.
2015 Dues – Voted on a motion for accepting the 2015 dues policy as presented on the forum. Dues became payable as of Feb 1st. $10 per member with a $250 Minimum, Membership count as of Dec 31, 2014. Due by march 15th. Invoice can be available upon request.

BUDGET
2015 budget is similar to 2014 except insurance and +$50 for fees and $250 for land.
2015 Budget plan: Dues Fees and charges: $350. Public Relations: $950, Land Use: $750, Supplies: 500, and Travel: $1250, Insurance $3000

Administration:
Plans ro revise forum for ease of use with 3 primary access levels. 1) Guest & Registered users 2) Club Members and 3) Delegate and officers.
Insurance- K&K no longer fits our needs. Other options would be National Motorsports. National Motorsports is a family run company specializing in off road motorsports. We must join their riders network ($500), secondary insurance is ok. Event insurance is by day. Structured trail rides, mud bog, and rock gardens are an extra cost. Off road only vehicles are ok!

Delegates: The NEA board of directors consists of one primary delegate from each club and 5 officers. Clubs may also appoint up to two alternate delegates. We must record the names and addresses of BOD members with the state of NH. Clubs are asked to provide the names of Primary and alternate delegates asap, as well as the mailing address for the primary delegate.
Attendance: By Laws currently require clubs to attend 3 of the 4 meetings per year. Unfortunately we are coming up short, and the quorum, has been impacted. What to do? Discussion follows about adjusting the quorum, Why don’t clubs show up?, Non voting members possibility to buy out of attendance. Current solution is to maintain quorum or look to enforce attendance policy.

Incorporation: Our by laws require clubs to be incorporated to prove creditability and to protect individuals from liability. This is currently not being enforced.
Meeting Schedule for 2015. Feb 7th was at the Charlton Public Library in Charlton Mass, hosted by Bay State Jeepers.
May 2nd will be at the White Mountains Community College in Berlin NH hosted by North Woods Off Road.
August 1st at Field and Forrest in Harrisville NH hosted by Ocean State Jeepers.
The Nov 7th meeting will be held in South Royalton Vermont, on private property hosted by Green Mountain Crawlers.

LAND USE

Property reservations opened Jan 1st, second round has been open since Feb 1st. At the time of the meeting there had been 66 reservations already.
Field and Forrest reservations opened Feb 14th at noon. Nine weeks are available. Must provide contact email and estimated rig count. Mutiple clubs can reserve the same weekend. A $200 deposit will be required.
Field & Forest project for 2015 include Repair Easy Street, Gravel on campground roads, Storage Shed, Bath house wiring, clearing the bottom of boulder dash, continue bridge repairs and spring trimming/clean up. Work day May9th and/or 10th
Swanzey (LMFT) is under new management. Work day planned for June 6th (or 7th) with the following items planned: Bridge repair, Improve signage, Spring trimming/ clean up, New Extreme trail and a BBQ at Shir Roy.
Gremlin Graveyard. Earnie is taking the lead. Joe O is donating some materials. We have permission to build a gate to keep local traffic out. The trails are in good shape with room to cut more on the north side. The landing is rough.
Carnage Hill. Trails were severely damaged due to logging operation. Mohawk is taking the lead on rebuilding this property. Old trails have been repaired. Drains were added There will be several work days over the summer. Accurate property maps are needed. Locals have moved some of the signs, some ATV bypasses are not on a real trail.
Jerico Mt State Park is planned to open in 2015. Working with the NH legislature to remove (or extend) the sunset provision.
Other properties: The Summit is in need of bridge repair and is still on the Market.
Moose Mountain is being underutilized!

Guest Policy: Clubs are responsible for actions of their guests. Clubs can not reserve properties on behalf of nonmember clubs. Points were made that the distinction between guest member & guest club. Guests are intended as prospects to join not to keep using the property without joining NEA. EX NEA clubs should not be considered guests. Full disclosure is best for clubs being invited.
Volunteer Raffle. A winch donated by Superwinch was raffled off. Volunteers that attended work days were entered into the raffle. This covered 8 work days, 12 clubs and 81 volunteers. Rules are Volunteers names are entered only once each time they volunteer. One winner is chosen at random during the February meeting. Winner does not need to be present. WINNER WAS: Mike Shook!
Newsletter/Facebook: Thanks to Caleb S. for putting the newletters together, this will be the 9th Consecutive issue. As of 2/6/15 the Facebook page had 886 likes and the fall crawl page had 292 likes. A goal was set to have 1500 likes by May of 2015.
2015 Events. A snow run was discussed but decided to cancel due to too much snow.
Fall crawl 2015. Its time to start planning! There will be a 220 rig limit this year, with a goal of 250 registered attendants. Food will be prepared by BC again. Raffle prizes are already coming in.

Brookridge property: possibly purchasing the Brookridge property from JonFund. 82 acers with already established trail system. Points were made that a possibility of opening it up for atv use could provide more revenue.
Scott Hatch made the motion to allow the NEA to perusesecure finical backing for the purchase of the property. 2nded by Mike Shook. Passed.
