Doesn't look too bad.

If I remember when I painted my trim though, the rear bumper fades the same as the quarter panels. It looks (pictures are a little tough) as though the rear bumper is a darker color possibly meaning it was replaced.

The big thing would be if a timing belt service has been done.

I'm an '03 with 90,300 as a reference for my knowledge.

7k is a little higher than what I'd pay, but it looks like a good truck overall.

If the timing belt has been done, I'd try to get into it for a few hundred less. If it hasn't been done, try to get it for 1k less since that's about what it's going to cost to get it and the water pump changed.
