My 01 Xterra having a problem with a Fan control dial, when is turn to 1-2-3 the fan is not working but go to 4 is working. Anybody have any idea?

The Blower resistor is the culprit
make sure the blower motor is not binding or dragging
if it is it could over heat the resistor on the lower speeds.
Most likely just replacing the resistor will fix it completely
you will find it in the air box next to the fan motor
it'a a simple fix, couple screws and a plug.
